In Kentucky, police reports provide an excellent starting point in evaluating a personal injury case.  Typically, a police report will plainly state that the offending driver violated a specific statute such as speeding.  It may even indicate that the officer issued a citation.  Other times, the driver's negligence is merely described in the narrative or elsewhere in the report.
